Government House, Hongkong, 21st September, 1906.
My Lord,
30527 With reference to Your Lordship's Despatch No. 163 of the 21st ultimo on the subject of Dr. Leadbeater, I have the honour to enclose a copy of a report made at my request by Dr. F. O. Stedman, M.D., B.S. (London) M.R.C.S. (England) an independent Medical Practitioner in this Colony and dated 22nd April, 1906.
I have the honour to be, My Lord, Your Lordship's most obedient, humble servant,
M. Nathan Governor, &c.
24/10 The brother knew from our letter on 30527/06 of 21 April that Dr Leadbeater had suffered from delusional mania so that he was not well enough to have been on his guard. But I think the report ought to have been sent home. Often.

It is melancholy to think that if the report had been sent at the time this suicide might possibly have been prevented, and I think we might have written to the Earl in the same terms.
Still, Minute 8

However, to follow the exact format requested (HTML using for paragraphs and
only if absolutely necessary, without markdown or code fences), and to correct and reformat the given text according to the rules:
I have doubtless looked after it properly.
